STATE MIGRATION SERVICE

OF THE REPUBLIC OF AZERBAIJAN 

The State Migration Service of the Republic of Azerbaijan was established by the Decree of the President of the Republic of Azerbaijan “On establishment of the State Migration Service of the Republic of Azerbaijan” № 560 dated March 19, 2007.

The State Migration Service is a central executive body with the status of a law enforcement body, which implements the state policy in the field of migration, the competences defined by the legislation of the Republic of Azerbaijan in the management and regulation of migration processes.

The State Migration Service performs the following tasks in accordance with its activity directions:

  • to develop the main directions of the state policy in the field of migration, to ensure their implementation with the participation of relevant state bodies;
  • to register foreigners and stateless persons (hereinafter - foreigners) upon place of stay, to solve issues of extension of temporary staying period in the Republic of Azerbaijan;
  • to issue permits for temporary and permanent residence in the Republic of Azerbaijan to foreigners;
  • to issue work permits to foreigners to carry out paid labour activity;
  • to participate in issues of citizenship of the Republic of Azerbaijan;
  • to establish a person`s affiliation to citizenship of the Republic of Azerbaijan;
  • to participate in issues related to the loss of citizenship of the Republic of Azerbaijan;
  • to grant the refugee (asylum seeker) status and a document confirming this status;
  • to take appropriate measures to prevent illegal migration;
  • to ensure placement and detention of foreigners or stateless persons in detention centers for illegal migrants in cases and following the procedure established by the Migration Code of the Republic of Azerbaijan;
  • to carry out awareness-raising activities related to migration legislation;
  • to register citizens of the Republic of Azerbaijan temporarily or permanently moving to foreign countries, to cooperate with relevant bodies of foreign states together with relevant state bodies to ensure their rights and interests, to participate in the implementation of state policy aimed at supporting citizens of the Republic of Azerbaijan living abroad;
  • to perform other duties envisaged by the Regulations “On the State Migration Service of the Republic of Azerbaijan”, as well as legislation in accordance with the activity directions.

Unified Migration Information System of the State Migration Service has been established to keep record of foreigners in the territory of the Republic of Azerbaijan, to provide state bodies involved in the migration processes management with necessary information, to automize migration related documentation, monitoring, survey and analysis, as well as to improve e-services rendered in this area.

The Call Center of the State Migration Service operates non-stop 24 hours. Furthermore, the State Migration Service provides e-services in 14 directions.

In addition to the Headquarters, the structure of the State Migration Service includes 8 regional migration departments, 2 detention centers for illegal migrants, a training center and a medical institution. The State Migration Service of the Nakhchivan Autonomous Republic is included in the unified system of the State Migration Service of the Republic of Azerbaijan.

Moreover, units of the State Migration Service operate at the state border checkpoints of the Republic of Azerbaijan, including international airports.

At the same time, the State Migration Service provides relevant services in all "ASAN Service" centers.
