Delegation headed by the chief of State Migration Service pays a visit to Montenegro
The delegation led by the Chief of the State Migration Service of the Republic of Azerbaijan (SMS), II rank state migration service counselor Firudin Nabiyev is on the official visit in Podgorica, Montenegro.
The delegation met with Kemal Purisic, Minister of Labor and Social Welfare of Montenegro within the visit.
The importance of developing and comprehensive relations between Azerbaijan and Montenegro was emphasized at the meeting. It was mentioned that mutual visits of the presidents of the both countries contributed to the rising progress in the relations between our countries. Effective results of strategy determined by the heads of states on perspectives of implementation of joint economic projects, cooperation on energy, tourism, infrastructure and other fields were discussed.
F. Nabiyev mentioned the signing of “the Declaration on Friendly Relations and Partnership between the Republic of Azerbaijan and the Government of Montenegro” in 2013. He stated that numerous agreements signed in the field of economic cooperation between Azerbaijan and Montenegro governments, promotion and mutual protection of investments, as well as cooperation in tourism and humanitarian area brought ample opportunities to strengthen interstate ties. Chief of the Service emphasized the significance of cooperation between the State Migration Service of the Republic of Azerbaijan and relevant authorities of Montenegro within the context of political, diplomatic, economic and cultural relations between Azerbaijan and Montenegro. He stressed high-level protection of migrants’ rights in Azerbaijan. He stated that cooperation experience of relevant authorities of Azerbaijan and Montenegro also serves to improve the system for labor migration and expressed his assurance on further successful continuation of cooperation between the authorities.
At the meeting, the effective exchange of views was conducted related to migration, as well as labor migration, factors affecting them, regulation mechanisms of the process, legislative base in this field and other issues.
Later the delegation headed by the chief of the State Migration Service met with Mevludin Nuhodzic, Minister of Interior of Montenegro.
At the meeting in which discussion was held on cooperation perspectives in the migration field between Azerbaijan and Montenegro F.Nabiyev brought into attention real facts on rising development of relations between the two countries in this direction. He talked about migration legislation and implementation mechanisms in our country. Chief of the Service mentioned achievements gained during the past 10 years by the State Migration Service, which implements competencies of single state authority on “one-stop-shop” principle as a result of attention and care of President Ilham Aliyev. He gave information about unified migration information system which is established for the purpose of conducting records of foreigners and stateless persons residing and temporary staying in the Republic of Azerbaijan, providing government bodies participating in management of migration processes with necessary information, facilitating documentation, inspection, inquiry and analysis measures related to migration and improving e-services rendered in this field.
Migration flows currently happening in the world and migrants’ problems were discussed at the meeting, as well. Chief of the Service talked about Armenian aggression towards Azerbaijan and stated that at the end of 80s and the beginning of 90s of last century, 20 percent of our territory was occupied, more than 1 million people have become refugee and internally displaced as a result of the occupation. He noted that Azerbaijan overcome this crisis almost alone. Today large scale works are done for employment of displaced persons and improvement of their living conditions. Nearly one hundred settlements were built, refugees and IDPs were relocated to new beautiful apartments and houses. The conflict remains unsolved due to the unconstructive position of Armenia and Azerbaijan’s territory is still under occupation.
The significance of joint activity in the field of fight against illegal migration was stressed at the meeting in which discussion was held on strengthening legal framework to regulate mutual relationships in the migration field, as well as legalization of citizens who are in uncertain situation and determination of their status.
Mevludin Nuhodzic expressed his belief that this visit will have a substantial influence on the development of relation in the field of migration and the solution of a number of issues.
Later on solemn ceremony of signing “Agreement between the Government of the Republic of Azerbaijan and the Government of Montenegro on the readmission of persons residing without authorization” was held. The Agreement was signed by the chief of the State Migration Service Firudin Nabiyev, who was authorized to sign “Agreement between the Government of the Republic of Azerbaijan and the Government of Montenegro on the readmission of persons residing without authorization” on behalf of the Government of the Republic of Azerbaijan according to the Order of the President of the Republic of Azerbaijan dated December 14, 2016 and Minister of Interior of Montenegro Mevludin Nuhodzic.
