State Migration Service held awareness raising event in Shamkir
Awareness raising event on elimination of statelessness, rules for utilization of foreign labour force, fight against illegal migration was held by State Migration Service with participation of 380 persons who were representatives of foreigners and stateless persons living in the region, as well as society, relevant state authorities, public institutions, employers, entrepreneurs, workers of educational sphere at Shamkir which is included to the service area of Ganja regional migration department.
It was stated at the meeting that migration process is an integral part of globalizing world. Geostrategic position of our country, stability in our republic, tolerance and economic development makes Azerbaijan attractive for foreigners. From migration perspective, Azerbaijan has turned into a transit and destination country from country of origin in the recent years. Speakers noted that State Migration Service is surrounded with attention and care of President Ilham Aliyev. Establishment of high level service condition both at headquarters and regional migration departments of the Service and formalisation of mobile management system brought to the attention as an example of this. Guaranty of satisfaction of people applying to the Service was emphasized as one of the priorities.
It was noted that public control and public participation are covered widely and Public Council under State Migration Service is functioning.
It was emphasized that measures in the direction of increasing efficiency in the fields of regulation of migration processes on unified and flexible procedures, complete elimination of difficulties in this area, facilitation of documentation, provision of convenience of foreign and stateless persons, protection of their rights have been further enlarged since the establishment of State Migration Service.
It was stated that examination of knowledge of foreigners and stateless persons intending to obtain permanent residence permit in our republic on their rights and duties, as well as on state language in accordance with the provisions reflected in Migration Code, is of great importance from the perspective of integration of foreigners into our society.
It was also emphasized that State Migration Service constantly take relevant measures towards elimination of statelessness, identification and documentation of stateless persons who are settled in different regions of our country and holding former Soviet passports and whose citizenship is not established.
Moreover, in response to the question of the participants on dual citizenship it was noted that “it is indicated in Article 10 of the Law “on Citizenship of the Republic of Azerbaijan” in cases when citizen of the Republic of Azerbaijan has dual citizenship (bears citizenship of another state (or states) alongside with the citizenship of the Republic of Azerbaijan) the affiliation of an Azerbaijani citizen to citizenship of a foreign state shall not be recognized, except for cases provided by international agreements of the Republic of Azerbaijan, or in cases resolved in accordance with paragraph 32, Article 109 of the Constitution of the Republic of Azerbaijan. According to Article 10 of the Law citizen of the Republic of Azerbaijan who acquired citizenship of a foreign country should give written information about it to the Ministry of Foreign Affairs and the State Migration Service of the Republic of Azerbaijan within a month. The persons who do not give information about it bear liability in a way envisaged by the Criminal Code of the Republic of Azerbaijan.
Continuation of a series of measures to reveal foreigners who live illegally in our country by State Migration Service, to legalize their stay and residence on the territory of the country in accordance with the requirements of the legislation and effective results of these measures was brought to the attention with concrete facts. It was explained that migration is one of the factors directly influencing state security, therefore residence of each foreigner and stateless person on the territory of the country on legal basis is important and at first legal residence is significant for those persons.
It was stated that as a result of complex measures by State Migration Service against illegal migration during last 5 months 5 organized groups trying to arrange illegal migration of foreigners via route of Iran-Turkey-Europe passing through the territory of the Republic of Azerbaijan were revealed and pacified.
At the event it was also emphasized that foreigners or stateless persons temporarily staying in the Republic of Azerbaijan for more than 10 days should get registered upon place of stay within 10 days.
At the end of the meeting questions of participants were answered.
Later on mobile service was rendered to 46 persons living within the service area of Ganja regional migration department. Permission cards for temporary residence on the territory of the Republic of Azerbaijan for 4 persons, reference on establishment of citizenship of the Republic of Azerbaijan for 12 persons were presented. 9 persons were delivered a list of required documents for application on establishment of citizenship, on issuance of temporary and permanent residence permit. Requests of 21 foreigners and stateless persons on citizenship issues were listened and explanatory conversation was conducted on the procedures and way of implementation.
