State Migration Service held “Open Door Day” – a civil forum in Shamakhi
On december 25,in Shamakhi, which falls within the scope of Aghsu Regional Migration Department, “Open Door Day” – civil forum was organized by the State Migration Service for foreigners and stateless persons, public and media representatives in accordance with “National Action Plan for promotion of Open Government in 2012-2015”, as well as public awareness event related with eradication of statelessness, rules on use of foreign labor force, fight against illegal migration was held with the participation of representatives of state authorities, civil organizations, employers and entrepreneurs.
Speaking at the forum competent employee of the State Migration Service notified that purpose of the “Open Door Day” is to ensure comfort of Azerbaijani citizens, as well as foreigners and stateless persons, to answer their questions right away, to provide flexible solutions for their applications, to listen their comments and suggestions. Because migration processes are an integral part of globalizing world. Geostrategical position of the country, socio-economic development, stability makes Azerbaijan more attractive for foreigners. Recent years from migration perspective, in Azerbaijan, which has shifted from country of origin to country of transit and destination, in accordance with staying period 630.321 foreigners and stateless persons applied for regisration upon place of stay during 11 months of 2015. Moreover, applications were received from 96.277 persons on extension of temporary staying period, granting temporary and permanent residence permissions, adoption, revocation and restoration of citizenship, as well as determination of citizenship and refugee status, issuing work permits for carrying out labor activity and extending period of existing work permits. Each application was investigated separately in accordance with legislation of the Republic of Azerbaijan and relevant decisions were made. This year with orders of the President of the Republic of Azerbaijan 267 persons adopted citizenship, 9 persons restored it.
In “Open Door Day” it was especially emphasized that as a result of farsight of Ilham Aliyev, President of Azerbaijan, precise migration policy strategy was determined for flexible and considered solution of migration problems in our country at times when migration issues were not this much actual. Advanced legislative base was formed allowingeasy arrival, stay, residence, work, study of foreigners and stateless persons in our republic and State Migration Service, activity of which is regulated with normative legal acts meeting international standards, has modern service resources and professional staff potential, was established. Divisions on reception of foreigners and stateless persons, as well as citizens have been provided with modern equipment and necessary accessories.
According to migration legislation of Azerbaijan unless otherwise is envisaged by the Law or the international agreements which the Republic of Azerbaijan is a party to, foreigners and stateless persons enjoy equally all of the rights as the citizens of the Republic of Azerbaijan while staying in our country. Furthermore, they should fulfill same obligations as the citizens of our country and realization of their rights and freedoms should not contradict the national interests of Azerbaijan.
It was noted that as a result of activities carried out our country did not face any serious problem in terms of migration which is a pressing issue in the world nowadays. It is true that during 11 months of this year 27.734 cases of infringement of requirements of administrative legislation by foreigners and stateless persons were revealed for not observing rules of stay, temporary and permanent residence, as well as residence with invalid documents in the territory of the country and relevant measures were taken according to the legislation.
Once again it was stressed that every foreigner or stateless person arriving or staying in our country should legalize his/her stay or residence in the Republic of Azerbaijan. For this purpose all necessary conditions have been established for those persons to apply directly or electronically either to the State Migration Service or 8 Regional Migration Departments.
