Delegation of the State Migration Service participated in the 12th meeting of the Council of Heads of Migration Bodies of CIS
On October 10-12, the 12th meeting of the Council of Heads of Migration Bodies of the Commonwealth of Independent States (CIS) Participant States was held in Bishkek city of the Kyrgyz Republic.
The Republic of Azerbaijan was represented by the delegation headed by Parviz Musayev, Deputy chief of the State Migration Service, III rank state migration service counselor in the meeting which was attended by the representatives of the Russian Federation, as well as Belarus, Kazakhstan, Tajikistan and Kyrgyz Republics.
Delivering a speech in the meeting Parviz Musayev gave information about existing situation of the migration sphere in Azerbaijan and the results of 8 months of the current year. It was stated that during 8 months of 2012, 38.189 applications regarding extension of temporary staying period, granting temporary and permanent residence permissions, as well as changing permanent registration cards, granting work permits for carrying out labour activity and extension of validity period of existing work permits, determination of citizenship and refugee status were submitted to the State Migration Service by foreigners and stateless persons. Each of the applications was investigated individually in accordance with the requirements of legislation and relevant decisions were taken.
Relevant measures were taken by employees of the State Migration Service in order to prevent illegal migration, as well as cases of violating rules on stay and residence in the Republic of Azerbaijan by foreigners and stateless persons. As a result of measures implemented within 8 months of 2012, cases on violation of administrative legislation by 11.376 foreigners were revealed, for having basis residence of 2.322 of them in the country was legalized, decisions on 8017 foreigners to leave the territory of the country within 48 hours in accordance with the Administrative Offences Code of the Republic of Azerbaijan and decisions on 1037 foreigners to be expelled out of the territory of the country in administrative order were adopted.
Deputy chief brought to the meeting participants' attention that measures implemented on improvement of existing legislation in the field of migration were strengthened, several existing legislative acts were harmonized to the newly adopted legislative acts.
In order to control migration processes in the boundaries of the country, to simplify considering applications of foreigners and stateless persons where they are, regional departments in Aghsu and Shaki cities added to the list of existing Baku, Shirvan, Yexlakh, Lankaran, Khachmaz regional departments of the State Migration Service. From May 1, 2012 Detention Center for Illegal Migrants of the State Migration Service for staying of persons being and residing in the territory of country illegally, as well as persons intending to obtain refugee status until determining their legal status was given to use. Currently, construction of some more regional department buildings and detention center for illegal migrants is being finished. Monitoring Group is formed by the order of Service chief in order to strengthen state policy, as well as measures against illegal migration in the territory of country over migration sphere, to manage and regulate migration processes, and to improve effectiveness of measures implemented in this field.
In order to improve knowledge and skills, the level of professionalism of Service employees, trainings were held regularly in the training center of the Service, informative events were organized for public awareness in all regions of the country. For the purpose of learning international practice work on relevant projects within the framework of Twinning and TAIEX operations of the European Union, as well as MIEUX program of the International Centre for Migration Policy Development is being continued.
Within the framework of the meeting decisions "On granting observer status of the Eurasian Economic Commission in the Council of Heads of CIS Migration Bodies", "On the situation of migration in the CIS", "On the implementation of decisions on migration of the Council of Heads of States, the Council of Heads of Government, Council of Ministers of Foreign Affairs and the Council of Heads of CIS Migration Bodies", "On the implementation of cooperation Program to prevent illegal migration in the CIS for 2012-2014", "On the Concept of the State Migration Policy of the Russian Federation until 2025", "On the mutual relationship between the State Migration Services of the CIS countries and Mass media in order to create a tolerant attitude towards migrant workers on the CIS area" were adopted
Azerbaijan acceded to all the decisions, except the decision "On granting observer status of the Eurasian Economic Commission in the Council of Heads of CIS Migration Bodies".
In the end it was decided to hold the next XIII Meeting of the Council of Heads of CIS Migration Bodies in the Republic of Belarus in the first half of 2013.
