Report conference on the results of 2010 at the State Migration Service
On January 22, 2011 report conference on results of 2010 was held at State Migration Service Machinery.
In the conference Service chief, 2nd rank state migration service counselor Arzu Rahimov made a speech with report. He notified that, duties advancing from current legislation of Azerbaijan Republic have been executed by State Migration Service, measures intended in the “Perspective action Plan for 2010” have been realized, relevant works done in the direction of improving national legislation in the sphere of migration, adapting legal acts to the newly accepted legislation acts, position of the country has been ensured in the meetings held in the direction of forming internal and external migration policy according to the requirements of modern age.
Arzu Rahimov stated that, relevant measures have been taken in the direction of solving issues advancing from the principles of the Regulation of “Ensuring activity of the Unified Migration Information System of the State Migration Service of Azerbaijan Republic” approved with June 4, 2010 dated Decree No. 276 of the President of Azerbaijan Republic. Also integration of Unified Migration Information System (UMIS) to the other systems functioning in the country has been provided.
Relations have been extended in the sphere of international cooperation within bilateral and multilateral bases. Participation of Service employees has been provided in the measures held for the purpose of implementing practice interchange on activities of relevant agencies of international organizations and foreign countries, regulating migration processes, discussing cooperation perspectives on fight against illegal migration.
Service chief notified that, measures on fight against illegal migration have been strengthened; infringement cases on rules of staying in the territory of Azerbaijan Republic, thus temporary and permanent residence of foreigners and stateless persons have been revealed and prevented. Thus, as a result of taken measures documents of 16.680 foreigners have been checked; in the conclusion cases concerning infringement requirements of administrative legislation by 12.094 foreigners have been revealed. Residence of 2.796 foreigners in the territory of the country have been legalized because of having bases, decisions on more than 9 thousand foreigners’ expulsion out of the country in relevant order have been adopted.
Activity of computerized training-education center has been provided for the purpose of improving personnel training policy, qualitative preparation of training programs, intensively promoting knowledge, skills, and professional level of employees.
During the report period infrastructure of the Service has been improved, logistical basis have been strengthened, new administrative building of the State Migration Service has been opened with the participation of the President of Azerbaijan Republic. For the purpose of improving migration management system, raising the level of service rendered to foreigners and stateless persons activities of regional migration offices of State Migration Service in Xachmaz, migration department (Airport) of Baku Regional Migration Office in border cross points have been provided. At the present moment completion works are being done in the construction of detention centers for illegal migrants in Baku and Yevlakh.
State Migration Service of Azerbaijan Republic has acted mutually with relevant executive state entities for the purpose of managing migration processes and eliminating of the problems in this field and has made information interchange in the sphere of migration with proper state agencies.
Several works have been done to inform community about the innovations occurred in the migration field and important measures by keeping operativeness as a basis. For the purpose of informing and enlightening foreigners and stateless persons, thus citizens of Azerbaijan who want to get comprehensive information about migration issues explanations, declarations and press releases have been prepared, round tables, press conferences have been held. Migration Information Center (919) has started to function in 3 languages- Azerbaijani, English, Russian and official webpage has been improved.
Today relevant measures are being continued by the State Migration Service of Azerbaijan Republic in the direction of implementing migration policy timely and qualitative by the guidance of the requirements of current legislation.
