Presentation ceremony of the Highly Skilled Migrant Portal held
The State Migration Service hosted a presentation ceremony of the Highly Skilled Migrant Portal, developed within the Highly Skilled Migrant Program, established by the relevant Decree of the President of the Republic of Azerbaijan.
The portal is available at www.pass.gov.az, which represents the abbreviation of the “your Path to Azerbaijan for Success Story” in English. It is worth noting that the term “pass” is also commonly used in migration terminology to mean “permit” or “authorization”. Operating on the “one-stop-shop” principle, the portal facilitates the reception and processing of applications from program participants, while also granting employers access to information about foreign specialists. The portal operates in Azerbaijani, Turkish, Russian and English to ensure easier and more efficient access of users to information. Through the portal, users can find answers to additional questions regarding the Program and application process, as well as submit inquiries, proposals and other requests to the State Migration Service.
The presentation was attended by representatives of relevant state bodies, employers, prominent companies operating in the country, higher education institutions, members of the Representation of the International Organization for Migration in Azerbaijan, as well as the Advisory Board, Public Council and Migrant Council under the State Migration Service.
Opening the event, Chief of the State Migration Service, II rank state migration service counselor Vusal Huseynov spoke about the objectives and tasks of the Highly Skilled Migrant Program, established by the Order of the President of the Republic of Azerbaijan Ilham Aliyev. He emphasized that the Program aims to position Azerbaijan as a reliable and attractive destination country for highly qualified foreign specialists and to encourage their engagement in paid labour activity within the country.
Vusal Huseynov highlighted that the establishment of the portal will make the processes of attracting highly skilled migrants, managing applications, data security, and inter-agency integration more efficient and transparent through digitalization. The implementation of the project will significantly contribute to developing a knowledge-based economy, addressing labor market needs more effectively, and strengthening innovation as well as scientific-technical potential.
Chief of the Service also delivered a presentation on the concessions and privileges provided by the Program, the criteria for recognition as a highly skilled migrant, and the evaluation procedures.
Later, an official of the Service provided detailed information about the Highly Skilled Migrant Portal, including the application form and documents required for application, and presented a video tutorial demonstrating the portal’s features and functionalities.
At the end of the event, questions from the participants were answered accordingly.
