According to Article 54.5 of the Migration Code of the Republic of Azerbaijan while processing applications of foreigners and stateless persons for issuance of a permit for permanent residence in the Republic of Azerbaijan, their knowledge of the rights and obligations provided by the laws of the Republic of Azerbaijan, as well as of the state language is checked by a commission consisting of experts from the State Migration Service, the Ministry of Justice and the Ministry of Education. This case does not apply to children under the age of 18, foreigners or stateless persons who are over the age of 65 or disabled persons of group I (if the relevant confirming document is submitted).

Questions asked by the commission cover the following topics:

• Official language of the Republic of Azerbaijan;
• Rules to be observed by foreigners and stateless persons in order to come, stay in and leave the territory of the Republic of Azerbaijan;
• Grounds for issuance of permits for temporary and permanent residence in the Republic of Azerbaijan;
• Rights and obligations of foreigners and stateless persons envisaged by Articles 74, 75 and 76 of the Migration Code of the Republic of Azerbaijan;
• Modern history and culture of the Republic of Azerbaijan.
