To the attention of citizens of the Republic of Azerbaijan traveling to the Russian Federation

According to a number of amendments to the relevant legislation of the Russian Federation, new rules in the field of migration will come into force on January 1, 2025. 

From that date, the period of temporary stay for citizens of the Republic of Azerbaijan in the territory of the Russian Federation will be only 90 days within a calendar year. The specified period can be extended if there are grounds provided for by the legislation of the Russian Federation (when a patent for labor activity is obtained, when an application for temporary residence is accepted, etc.). 

A citizen of the Republic of Azerbaijan should get registered upon place of his/her stay within 7 working days from the date of crossing the state border of the Russian Federation. An application on registration upon place of stay (migration registration) can be submitted by the party receiving the citizen of the Republic of Azerbaijan (a citizen of the Russian Federation who has provided the person with a place of actual residence, a foreigner permanently residing in the country, a legal entity, a branch or representative office of a legal entity, etc.) or by a citizen of the Republic of Azerbaijan him/herself.

If the receiving party applies for registration upon place of stay (migration registration), the citizen of the Republic of Azerbaijan should provide the necessary documents (migration card and identity document). After fulfilling the obligations related to registration upon place of stay, the receiving party gives the foreigner’s part of the notification on the approval of migration registration to the citizen of the Republic of Azerbaijan.

A citizen of the Republic of Azerbaijan has the right to independently apply to the divisions on migration issues of the Ministry of Internal Affairs of the Russian Federation for registration upon place of stay (migration registration). Submission of such an application is also possible through a multifunctional center for the provision of state and municipal services.

A citizen of the Republic of Azerbaijan can apply electronically through the unified portal (unified state and municipal services portal) for registration (migration registration) upon place of stay in the following cases:

• If the citizen of the Republic of Azerbaijan has the right of ownership to the living space where he/she actually resides;
• If the citizen of the Republic of Azerbaijan has concluded a lease agreement with the receiving party for the residential space;
• If there are circumstances that prevent the receiving party from submitting a notification of arrival of the citizen of the Republic of Azerbaijan in the country (a valid reason should be provided, supported by an official document).

Citizens of the Republic of Azerbaijan arriving in the Russian Federation for the purpose of carrying out labor activity are required to have their photograph taken, undergo mandatory state fingerprinting and a medical examination when submitting an application for issuance of a work patent (within 30 calendar days from the date of entry into the country).

Citizens of the Republic of Azerbaijan who travel to the Russian Federation for other purposes and plan to stay in the country for a longer period (more than 90 days) should also undergo the specified procedures (taking a photograph, mandatory state fingerprint registration and medical examination) within 90 calendar days from the date of entry into the country. These procedures are required when submitting documents for a residence permit.

For dactyloscopic registration and photographing citizens of the Republic of Azerbaijan should apply to the regional migration authorities of the Ministry of Internal Affairs of Russia or its subordinate institutions, as well as to the authorized organization located in the territory of Moscow and obtain the relevant document.

Citizens of the Republic of Azerbaijan traveling to the Russian Federation for other purposes, except for cases related to labor activity, have the right to change the purpose of their visit to the country indicated on their migration card in order to engage in labor activity without leaving the territory of the Russian Federation.

The period of temporary stay in the country of a citizen of the Republic of Azerbaijan traveling to the Russian Federation for study purposes is extended based on the relevant application and documents confirming that he/she is studying in the territory of the Russian Federation.

Citizens of the Republic of Azerbaijan who do not comply with the rules of stay and residence in the Russian Federation may be subject to liabilities (fines, reduction of the period of stay) and expulsion measures.

Furthermore, it should be noted that, in accordance with the requirements of the current legislation of the Russian Federation, foreigners, including citizens of the Republic of Azerbaijan, are required to fill out a migration card upon entry into the Russian Federation. A migration card can be obtained free of charge at checkpoints of the state border of the Russian Federation, at international airports, as well as on board of an aircraft flying to Russia. The migration card must be filled out in Russian or in Latin letters in accordance with the information specified in the passport (other identity document).
