Winners of the contest dedicated to the 10th anniversary of the State Migration Service have been awarded
The winners of the contest dedicated to the 10th anniversary of the State Migration Service on 3 nominations – documentary film, painting and private journalist article have been awarded. Congratulating the winners, deputy chief of the State Migration Service, III rank state migration service counselor Parviz Musayev enlightened the audience with the background and activity directions of the service, its successes and achievements gained in 10 years. He noted that the dynamic and comprehensive development path that Azerbaijan attained today impresses the world. Achievements obtained in social, economic, political, cultural, in a word, in all areas year by year further increases the power of Azerbaijan. Of course, on the background of this success stands deliberate and successfull state policy. Migrants often choose to live in economically highly developed countries.To say in the words of our head of state Ilham Aliyev “Azerbaijan welcomes each goodwill foreigner. Foreigners may come, live, work and study in our country. However all of these need to be regulated by law”.
He noted that, State Migration Service as an independent state agency was established with the Decree of the President Ilham Aliyev dated from March 19, 2007 for ensuring more proficient migration system in our country. Since President’s Order dated from March 17, 2010, every year 19th of March is celebrated as professional holiday of migration bodies’ employees of the Republic of Azerbaijan. On May 25 of the same year President attended the opening ceremony of the headquarters of State Migration Service. Through the past time period the legislative base has been improved for the sake of adjusting the migration policy to political and economic interests of our country. Guided by the legislation the State Migration Service has set its work in compliance with contemporary standards.
Making speeches the executive secretary of the Filmmakers’ Union of Azerbaijan Mr.Jamil Guliyev, secretary of Artists’ Union of Azerbaijan Mr. Aghali Ibrahimov, deputy chair- executive secretary of Journalists’ Union of Azerbaijan Mr. Shahin Babayev expressed gratitude to State Migration Service for organizing the contest and congratulated the winners.
Later the contest winners were awarded.
The contest aimed to attract public attention to measures taken in the field of regulation of migration processes in the Republic of Azerbaijan and achievements gained within 10-year-activity period of State Migration Service, as well as to direct towards solution of migration challenges.
Idea, artistic impression, qualities of craftsmanship and professionalism of the works submitted to the best painting contest on “Modern day migrant through the eyes of artists” were evaluated by the members of Azerbaijan Artists’ Union and organizing committee and the winners were determined. “Migration” by Nuray Alisoy, “Instinct” by Aysel Naghiyeva, “Modern migrants” by Khalida Alili were respectively awarded for the first, second and third places. Encouraging awards were given to “the Sun” by Gizkhanim Jafarova, “Sleeping angel” by Aynur Rustamova and “Valley of flowers” by Azer Yusubov. It should be mentioned that artworks submitted to the contest were made with oil paint on canvas.
Idea and context of the writings submitted to the best article contest on “Azerbaijan model of joint life with migrants” were assessed by the members of Azerbaijan Journalists’ Union and the winners were determined. The article titled “Call to return” by Aida Guliyeva was awarded to the first place by the juries. The article reflects occupation of 20 per cent territory of Azerbaijan by the enemy as a result of Azerbaijan-Armenia, Nagorno-Karabakh conflict in the beginning of the 1990s, problem of refugee and internally displaced persons occurred in the country and targeted measures implemented by the state towards solution of the problems they faced, elimination of negative impacts of internal and external migration processes in the country, as well as call of refugees who were displaced from their homelands during 25 years to return to timeless and eternal lands of their ancestors with a heavy heart.
The article titled “Migration policy of modern Azerbaijan state: national expertise and new directions” author of which was Nurangiz Baghirova took the second place. Successful state policy implemented in the direction of regulating migration processes in the country under the leadership of President Ilham Aliyev, priority directions of migration issues, level of services rendered for the purpose of enjoying rights to stay, live, work and study in the country on legal basis by the migrants, view to the 10-year-activity of State Migration Service were brought to the attention with facts in the article.
The third place was won by Shamsiyya Hasanova with her article on “Azerbaijan model of joint life with migrants”. The article covers successful continuance of effective policy founded by National Leader Heydar Aliyev by our respected President Ilham Aliyev, impact of economic, political, social, cultural, in a word, comprehensive dynamic development of Azerbaijan over migration processes, transition of our republic into a quite interesting country for foreigners, establishment history of State Migration Service, its activity directions, perfect legislation base, successful improvement path of its regional migration departments, achievements gained by the Service within 10 years.
The article titled “Management of migration processes is considered as one of the priority areas of the state” by Shabnam Mehdizada which is awarded runner up place, emphasizes growing interest of foreigners in our country day to day as a result of Azerbaijan’s development, indispensable role of establishment of State Migration Service in regulating migration processes, migration legislation, novelties applied in relation to foreigners, their rights and duties, measures carried out by the state in the direction of their integration into the society and expert opinions.
Acceleration of migration processes in the global world, decisive role of this processes in the destiny of states and nations, migrant crisis in Europe, priority directions of state migration policy in the Republic of Azerbaijan, successful policy implemented by country leadership in the field of protecting multicultural traditions were broadly discussed in the article on “Azerbaijan’s migration policy in the context of worldwide migration processes” by Konul Karimova.
The writing on “State Migration Service – 10 years: Perfect legislative framework, professional activity, successful model” by Maharram Ibrahimov describes effective solution of refugees and IDPs’ problems in the country following the return of Great Leader Heydar Aliyev into political power in 1993, their integration into society, Azerbaijan’s dynamic development as a result of sound policy under the leadership of President Ilham Aliyev, transition of the republic from a country of origin into a country of destination from migration aspect, professional activity of State Migration Service which holds law-enforcement body status during the previous 10 years, high level regulation of migration processes, perfect legislative framework and achievements gained.
The films “State Migration Service of the Republic of Azerbaijan: 10 years in service” by Ali Babayev and “State Migration Service-10 year” by Zaur Mahmudov were respectively awarded for the I and II places upon the best documentary film nomination. Both films are devoted to the successes and achievements of State Migration Service in 10 years.
