State Migration Service held “Open door day” and the next legal awareness-raising event in Salyan and Neftchala
On November 24, “Open door day” was organized for foreigners and stateless persons, public and media representatives in Salyan and Neftchala cities which is included to the service area of Shirvan Regional Migration Department of State Migration Service in accordance with the implementation of paragraph 2.2 of the Order of President of the Republic of Azerbaijan №1993, dated from year 2016 on the approval of “National Action Plan for promotion of Open Government in 2016-2018” and “Annual Work Plan of State Migration Service for the year of 2016” regarding the implementation of “National Action Plan for promotion of Open Government in 2016-2018”. As well as, on that day awareness raising events were held in both districts with the participation of foreigners and stateless persons, citizens, representatives of relevant state entities, public organizations, employers and entrepreneurs.
At the event it was brought into attention that a number of principles are indicated in National Action Plan on increasing transparency in the activity of state authorities, establishing close relations with the public and expanding public participation. State Migration Service continues the organization of such forums and meetings regarding these principles. It was mentioned that the purpose of “Open door day” is to closely familiarize public and media representatives with modern services and the activity of Service. At the “Open door day” detailed information was given to participants on the registration of foreigners and stateless persons upon place of stay, temporary staying, issuance and extension of permits for temporary and permanent residence, as well as work permits, citizenship issues, establishment of citizenship, fight against illegal migration, determination of refugee status, electronic and online services of SMS.
Because, a number of serious steps and substantial measures were taken by President Ilham Aliyev both in the field of legislation and its application as it is in other fields for the purpose of improving migration management mechanism and regulating migration processes. State Migration Service which implements the competences of unified state body on “one-stop-shop” principle in the area of regulation and management of migration processes in our country gives special attention to the delivery of all these information to society and detailed presentations for media.
Reports on various themes were listened at both meetings. Thus, “The requirements of Migration legislation in the Republic of Azerbaijan” were explained. “The eradication of statelessness and successful results of last years” were presented. “The measures taken by SMS on awareness of people about the requirements of legislation in the field of migration” were talked about. It was noted that SMS pays special attention to enlightening and raising awareness of public, foreigners and stateless persons visiting our country. Several projects directed to target groups are implemented for this. Information and legal awareness-raising corners on migration issues were established in every Regional Department of the entity, as well. This serves to provision of public awareness, extension of legal knowledge of foreigners and stateless persons, as well as people.
Short comments on some parts of the Code of Administrative Offences of the Republic of Azerbaijan were delivered on “Open door day”. It was stated that the boundaries of liability arose in result of violation of administrative law committed by foreigners and stateless persons, the party hosting them or the juridical or physical persons engaging in paid labor activity without authorization were concretely defined in the Code. Explanatory discussions were conducted in this regard.
Information was delivered about the activities of Appeal Council of State Migration Service which was established with the Order of the Chief of State Migration Service in order to ensure transparency and objectivity in the field of reviewing complaints of physical and legal persons engaged in entrepreneurship activity, to protect the rights and legally protected interests of persons in this sphere, as well as to ensure implementation of the Decree of the President of the Republic of Azerbaijan dated from February 3, 2016.
At the events it was noted that the President of Azerbaijan attributes great importance to better provision of citizens’ rights and liberties and increases attention to individual applications reflecting peoples’ wills and needs, as well as, problems of the society. The importance of the Law of the Republic of Azerbaijan “On Applications of citizens” was highlighted.
Later “The Guidelines for the use of online services offered by State Migration Service” were visually presented. It was stated that the complex measures directed to the implementation and development of strategy of information-communication technologies, preparation of new reporting subsystem software and establishment of databases are continued in the Service. Guidelines for use of 11 online services of the entity which is linked to E-government portal were explained visually. Broadcasting of “video instructions” prepared by SMS on each service type and placed in relevant online pages_old was of interest to participants. It was informed that the software of payment of penalties imposed by State Migration Service via the “ASANPAY” payment system insures the lifting of the restriction imposed on exit of the foreigner from the country for the committed administrative offence relevantly in 2 minutes after the payment of the penalty via this payment system. This prevents both material and time loss, as well as enables rapid passage of foreigners and stateless persons. Let’s remind that the program is both in Azerbaijani, English and Russian.
At the end of the meetings questions have been responded and exchange of opinion about the presentation has been conducted.
At the same day the Service rendered mobile services for the foreigners and stateless persons residing in Salyan and Neftchala districts. 19 persons residing without identity documents and registration used the opportunities of the mobile services. The applicants expressed their gratitude for mobile services.
