Event on “Multiculturalism in Azerbaijan: conditions created for migrants”
Public awareness event on “Multiculturalism in Azerbaijan: conditions created for migrants” was held in Red District of Guba which is included in the service area of Khachmaz Regional Migration Department with the aim of increasing awareness of the public, as well as foreigners and stateless persons in the field of migration legislation.
Delivering a speech at the event competent representative of Guba District Executive Authority Tariyel Ibrahimov highlighted the importance of wide-scale public awareness events held by State Migration Service in the service areas of regional migration departments and expressed his assurance of enduring character of these events.
Providing detailed information on the work and measures carried out by State Migration Service, as well as measures for eradication of statelessness Chief of Khachmaz Regional Migration Department, migration service counselor Hidayat Rustamov stated that socio-economic development, stability and security prevailing in our country is increasing the interest of foreigners in Azerbaijan year-by-year. The positive balance in the number of the persons arriving in our country, as well as those intending to reside and become citizen of Azerbaijan is an obvious example of this.
At the event Deputy Chief of Public Relations Department of State Migration Service, I rank state migration service employee Fuzuli Ismayilov delivered a speech on “Multiculturalism in Azerbaijan: conditions created for migrants”. The speaker stated that throughout the centuries as a place where various civilizations met Azerbaijan has been known as a country where representatives of different nations and confessions live in the atmosphere of peace, tranquility, mutual understanding and dialogue and tolerant attitude towards peculiarities of different peoples, nations and religions is a specific feature of the Azerbaijani mentality. Declaration of 2016 as a “Year of Multiculturalism” in Azerbaijan in accordance with the Order signed by Azerbaijani President proves again that our state is ruled upon principles of tolerance and endurance.
It was mentioned that in 2007 when situation on migration was not so intense in the world President Ilham Aliyev predicting future development processes established effective agency in the field of migration – State Migration Service of the Republic of Azerbaijan in order to ensure convenience of migrants in Azerbaijan. With the instruction of Mr. President webpage of the Service (www.migration.gov.az) was put into operation on November 3, 2008 in order to provide foreigners and stateless persons, as well as the public with detailed information. This year official webpage of the Service has been totally renewed, modernized in terms of functionality and design, as well as harmonized with the requirements of the time. (012) 919 – the Call Center of State Migration Service which functions in 3 languages – Azerbaijani, English and Russian was established on December 1, 2008. The work of this Center has been totally renewed as well and the rendered services have been harmonized with international standards by increasing its technical capacities.
Moreover, State Migration Service publishes its first publication – “Migration” journal in Azerbaijani, Russian and English languages. Migration history of Azerbaijan, migration policy, migration processes regulation, as well as migration procedural rules are widely described in the journal.
Unified information system in the field of migration - Unified Migration Information System (UMIS) has been established pursuant to the “Regulation on Unified Migration Information System of the State Migration Service of the Republic of Azerbaijan” which was approved with the Decree of Azerbaijani President dated from June 4, 2010 in order to keep precise record of foreigners and stateless persons residing, working and temporary staying in the Republic of Azerbaijan, to provide the state agencies participating in migration processes management with the necessary information, to automate the measures on documentation, monitoring, query and analysis and to improve electronic services in this sphere and it has been integrated with the “Entry-Exit and Registration Interagency Automated Data Search System” and the State Registry of the Population of the Republic of Azerbaijan. UMIS allows having full picture of dynamics of the migration processes occurring in the country and creates favorable condition for taking relevant measures in the sphere of fight against illegal migration and ensuring security.
It was stated that within the 9 months of this year alone 547.123 persons have been registered upon place of stay in compliance with the period of their stay in Azerbaijan which has turned into the country of transit and destination from the country of origin in terms of migration in recent years. Furthermore, State Migration Service has received 79.049 applications for obtaining permits for stay and residence on the territory of the Republic of Azerbaijan, work permits to carry out paid labour activity, determination of refugee status, admission, restoration and revocation of the citizenship of the Republic of Azerbaijan and establishment of citizenship. Each application has been processed pursuant to the requirement of the legislation and relevant decisions have been made.
