On October 12, 2016 in Baku will be held 19th meeting of the Council of Heads of Migration Bodies of member states of the Commonwealth of Independent States
The agenda of 19th meeting of the Council of Heads of Migration Bodies of the Commonwealth of Independent States to be held in Baku on October 12, 201618 includes 18 issues.
Thus, issues on:
1. Station of migration in the CIS member states;
2. İmplementation of “2015-2019 Cooperation program of CIS member states on combatting illegal migration” in 2015;
3. results of working group meeting on establishment of general data base for invalid documents of citizens of CIS member states and drafting the Regulation on the data base;
4. Practice of the Republic of Azerbaijan on eradication of statelessness;
5. Practice of reception of mass flow persons in emergency to the territory of the CIS member states;
6. Station of cooperation with international organizations in the field of migration;
7. Practice of migration bodies of the Republic of Belarus in revelation of marriages of convenience of foreigners and stateless persons as a manner of legalization of residence in the country;
8. Process of drafting bilateral agreements on realization of mechanisms and general principles of organized involvement of labor migrants for carrying out labor activities in CIS member states;
9. Revealed illegal migration routes;
10. İnternational agreements concluded by CIS member states with third countries in migration sphere;
11. practice of improving technical and other security measures for passports, entry visas and other documents used during entry-exit and staying on the territory of CIS member states;
12. Practice of developing favorable conditions for citizens of CIS member states for making reciprocal visits;
13. Process of developing unified record system of third country citizens and stateless persons entering the territories of CIS member states;
14. Conduction of inventory of legal acts on cooperation of CIS member states in migration sphere;
15. Work plan of the Council of Heads of Migration Bodies of CIS for 2017;
16. Schedule of meetings of the Council of Heads of Migration Bodies for 2017-2018 years.
17. Chairmanship of the Council of Heads of Migration Bodies of CIS in 2017;
18. Agenda, date and place of the next meeting of the Council of Heads of Migration Bodies of CIS will be discussed.
Official visits to our country of the delegations headed by the Chair of CIS Executive Committee- Executive secretor Sergei Nikolaevich Lebedev, I deputy minister of Internal Affairs of the Russian Federation Alexander Vladimirovich Gorovoy, Minister of Labor, Migration and Employment of Population of the Republic of Tajikistan Sumangul Said Tagoyzoda, deputy minister of internal affairs of the Republic of Belarus Nikolay Alexandrovich Melchenko, deputy chief of State Migration Service of the Republic of Turkmenistan Mered Meredov, deputy chair of Labor, Social protection and Migration committee of Ministry of Healthcare and Social Development of the Republic of Kazakhstan Aslan Jumaqaliyevich Karjaubayev, head of Legal support and international cooperation division of the State Service of the Kyrgyz Republic for migration Chingiz Abdusatarovich Saribeyov are expected for the purpose of participating the meeting.
At the same time, the representatives of Interparliamentary Assembly of member nations of the CIS, General Confederation of Trade Unions, UN High Commissioner for Refugees and International Organization for Migration are going to participate at the mentioned event.
Council of Heads of Migration Bodies of Commonwealth of Independent States (CHMB) was established upon the decision of Council of Heads of States dated from October 5, 2007. CHMB includes authorities of the Republics of Azerbaijan, Belarus, Kazakhstan, Kyrgyz, Tajikistan, Uzbekistan, Armenia, and Russian Federation responsible for migration issues.
State Migration Service represents the Republic of Azerbaijan in the Council. Meetings in the frame of CHMB are held twice a year. At the Council gatherings the situation of migration in member states, execution of decisions of Council of Heads of States, Council of Heads of Governments and CHMB and priority directions of regulating migration processes are discussed. In addition, broad information exchange is regularly conducted on new methods applied in member countries in the field of fight against illegal migration, existing best practices, as well as legislative base.
It should be mentioned that 8th meeting of the Council was organized in Baku on September 28-30, 2010.
