State Migration Service held awareness raising events in Beylagan and Fuzuli districts
A large awareness raising event on “Legalization of foreigners and stateless persons illegally residing in the Republic of Azerbaijan, as well as eradication of statelessness” was held in Heydar Aliyev Center functioning in Beylagan which is included to the service area of Shirvan Regional Migration Department with the participation of representatives from city, settlement and village administrative territorial units of the district, municipalities, public representatives, education and healthcare workers.
Firstly, information was given about activity directions of State Migration Service surrounded with care and attention of the President Ilham Aliyev at the event. Discussions were held on registration of foreigners and stateless persons upon place of stay, extension of their temporary staying period, granting temporary and permanent residence permissions, issuance of work permits for carrying out labor activity and extension of period of existing work permits, adoption, revocation and restoration of citizenship, as well as establishment of citizenship and determination of refugee status. At the awareness raising event it was noted that participation of State Migration Service on citizenship issues was provided according to Order of the President of Azerbaijan dated from March 6, 2008. Establishment of citizenship was directly determined as a duty of SMS in accordance with Order of the President of the Republic of Azerbaijan dated from February 11, 2015, as well.
The works done in the country regarding the eradication of statelessness were brought into attention at the meeting. It was mentioned that 1682 persons acquired and restored Azerbaijani citizenship in accordance with relevant Orders of the President of Azerbaijan since 2008 until now. Furthermore, within this period 61 473 persons’ affiliation to the citizenship of the Republic of Azerbaijan was established and they were provided with identification documents of the citizen of the Republic of Azerbaijan by relevant state authority.
At the awareness raising event held in Fuzuli State Drama Theatre detailed information was given on migration legislation. It was stated that State Migration Service successfully implements the elimination of gaps and misuses in the application of migration legislation, as well as negative effect of migration processes and effective combating measures against illegal migration.
It was mentioned that foreigner or stateless person willing to stay more than 10 days in the country should get registered upon place of stay during the 10 days. According to Article 21 of Migration Code for this purpose, the management of the place of stay of the foreigner or stateless person (hotel, sanatorium, rest home, guest house, camping, tourist base, hospital or other similar places) or owner of the apartment or other residential area where the foreigner or stateless person stay, in one word receiving party should submit application for registration upon place of stay and copy of the passport or other border crossing document of that person to the State Migration Service through e-services in official website (www.migration.gov.az) or in person to the Regional Migration Departments within 10 days after arrival of the person in the country.
At the meeting explanatory talks were held about novelties in Administrative Offences Code, as well. It was noted that for violation of rules determined by the Migration Code of the Republic of Azerbaijan on registration and deregistration of foreigners or stateless persons, issuance of documents entitling them to stay or reside in the Republic of Azerbaijan by officials of enterprise, department or organization which hosts foreigners or stateless persons in the Republic of Azerbaijan, ensures rendering of services to them or their recruitment and fulfills duties on observing conditions of their stay, residence in the Republic of Azerbaijan or transit through the territory of the Republic of Azerbaijan, the fine is imposed on officials in the amount from three hundred manats up to five hundred manats, on juridical persons in the amount from two thousand manats up to three thousand manats. Citizens of the Republic of Azerbaijan or foreigners or stateless persons residing in the Republic of Azerbaijan who provide foreigners or stateless persons with residential area are fined in the amount from three hundred up to five hundred manats for not taking measures for their timely registration and deregistration. Foreigners and stateless persons are fined in the amount from three hundred up to four hundred manats by expelling or not expelling from the territory of the country in an administrative way for infringement of rules of stay, residence or transit cross in the Republic of Azerbaijan.
