Meeting with the new head of the UNHCR Representative in Azerbaijan at State Migration Service
On August 9, chief of State Migration Service, II rank state migration service counselor Firudin Nabiyev received Furio de Angelis , newly appointed head of Representative of the United Nations High Commissioner for Refugees in our country.
During the meeting Service chief F.Nabiyev congratulated UNHCR official for his new appointment and wish success in his activity. Later on F.Nabiyev gave broad information to the guests related to the existing situation of migration processes in Azerbaijan. Service chief stressed migration problems which our country faced in the beginning of 90s of the last century and the reasons behind these problems, the fact of occupation as a result of Armenian aggression towards Azerbaijan, also brought to the attention of the guests regretfully that as a result of this more that 1 million of people have been living as refugees and IDPs during more than 20 years and 4 resolutions which were adopted by the UN Security Council are still unimplemented. As well as, he shared his thoughts on consequences of double standards and migrant problem which Europe is facing.
He stated that Azerbaijan’s rapid development with the leadership of President of the Republic of Azerbaijan Mr. Ilham Aliyev, has increased foreigners’ interest to our republic. F.Nabiyev talked about activity direction of the Service which was established with the relevant Decree of the President of the Republic of Azerbaijan and the works done. Richness, its coverage of international experience and simplicity of Azerbaijan’s national migration legislation made a great impression on the guests. Service chief speaking about adoption of Migration Code and amendments and addendums made in the Code in recent years emphasized successful results of mutual cooperation with international organizations. He stressed efficiency of relations with the UNHCR, as well as Azerbaijan Representative of this organization. Service condition created in the Service, activity of Unified Migration Information System, provision of high level transparency in the recruitment of employees attracted interest of the guests.
Expressing this gratitude to Service chief for sincere reception Furio De Angelis stated that meeting at State Migration Service is the 3rd following his meeting with Minister of Foreign Affairs of the Republic of Azerbaijan and Deputy Prime Minister and it is of great importance for the UNHCR. The guest calling State Migration Service as the main partner of the institution which he represents noted that according the information he obtained he came to a conclusion of high level cooperation.
F.Nabiyev stressing close cooperation between the two institutions emphasized participation of Azerbaijani delegations in the Session of Executive Committee of the organization as an evidence to this. Remembering bilateral meetings with head of UNHCR in the framework of those sessions he noted significant role of these meetings in deepening cooperation. Service chief referring to various aspects of cooperation with the UNHCR informed the guest on steps taken in the field of protection of rights of refugees, as well as persons applying for obtaining refugee status in the Republic of Azerbaijan, moreover joint measures implemented in the direction of harmonization of procedure for determination of refugee status with the international standards. Preparations of suggestions on making relevant changes to legislation related to application of additional protection was brought to the attention of the UNHCR official as a logical ending of these measures. Firudin Nabiyev stating cooperation of State Migration Service with the UNHCR in the direction of elimination of statelessness cases noted that the number of people living without any document has significantly decreased in the country as a result of constructive and complex measures implemented in recent years.
Thanking to Service chief for sincere reception once more the guests emphasized that he will make every effort towards further strengthening of existing close cooperation between the two institutions.
