Awareness raising event was held on migration processes and state control over these processes 

Awareness raising event was held in Siyazan which is included in service area of Khachmaz Regional Migration Department with the participation of the public, employees of educational sphere, representatives of municipalities, local executive authorities and other state agencies. At the awareness raising event information was given on activities carried out for ensuring convenience of foreigners or stateless persons arriving in our country, as well as their rights and freedoms by State Migration Service as a result of the attention and care of President Ilham Aliyev. It was mentioned that State Migration Service carries out its activity on the principles of respect to human and civil rights and freedoms, rule of law and humanism.

At the event where explanatory debates were held on novelties in migration legislation it was emphasized that one of the objectives of the improvement of legislation is facilitation of relevant procedures which are regulated by those legal documents. Registration of foreigners and stateless persons upon place of stay, grounds and terms of their residence on the territory of the country, as well as application of other envisaged relevant norms have been facilitated in the Migration Code as well.

The previous legislation did not allow extending the period of permit for permanent residence, as well as work permit to carry out paid labour activity for more than 4 times, however this limit has been removed in the current legislation. At the same time, persons married with the citizen of the Republic of Azerbaijan, those who have applied for obtaining refugee status, obtained refugee status or have been granted political asylum, as well as foreigners and stateless persons who have in their custody under 18 or disabled citizen of the Republic of Azerbaijan are not required to obtain work permit.

It was informed that issuance of permit for temporary or permanent residence on the territory of the country to foreigners and stateless persons who are carrier of dangerous contagious disease and married with a citizen of the Republic of Azerbaijan is reflected as an exclusion in the Code.  

Determination of the amount of state fee for issuance and extension of permission card for temporary residence on the territory of our republic for minor foreigners and stateless persons twice less than amount for adults – for instance, while adult foreigner pays 30 manats for temporary residence permit for up to 3 months, minor foreign citizen or a stateless person pays 15 manats – was mentioned as the example of humanist nature of our state.

At the meeting it was brought to the attention that according to the legislation in case foreigners or stateless persons intend to stay in the country for more than 10 days they should get registered upon place of stay within 10 days. Speaking about the rules of registration of foreigners and stateless persons upon place of stay Service employee added that in case a foreigner changes his/her place of stay, his/her registration upon place of stay should be ensured in the defined way. Information was given to the participants on scope of administrative liability which occurs in the contrary.           

Azerbaijan, just like other counries, has determined procedures related with foreigners and stateless persons within its borders and everybody should follow these conditions and rules.
