State Migration Service rendered mobile services to 124 persons in Aghjabedi
In Aghjabedi which is included to service area of Yevlakh regional migration department firstly awareness raising event was held with participation of foreigners and stateless persons, citizens and representatives of relevant state bodies. At the event which took place in Cultural Center in Aghjabedi region procedures of issuance and extension of temporary stay and residence, permanent residence, work permit and liability for violating legislation was explained. Officials of the Service’s headquarter and regional department gave comprehensive information about migration processes in the world and migration policy of Azerbaijan, as well as eradication of statelessness in our republic. It was stated that migration crisis occurred in Europe demonstrated that migration policy should be conducted soundly and expediently. Because this issue has a direct impact on state security.
At the meeting conditions set for foreigners and stateless persons in our country was talked about. High level protection of security and stability in our Republic under the leadership of President Ilham Aliyev, development of non-oil sector, successful economic reforms, as well as continuance of large scale projects on improving social welfare of population and tolerance as a model for the whole world was highlighted. It was stated that all of these points make Azerbaijan attractive for foreigners and stateless persons. Timely establishment of perfect legislative base, provision of full-capacity functioning of State Migration Service’s headquarter and 8 regional departments, Detention Center for Illegal Migrants in Baku and Yevlakh complying with modern standards as a result of attention and care of Head of State was also stressed. It was stated that owing to opportunities created by information and communication technologies State Migration Service already receives applications of foreigners and stateless persons online upon 11 types of service as well.
Works done by the Service in direction of eradicating statelessness and information on numerous events held in the regions were emphasized.
At the event information was delivered about the activity of Appellate Council of State Migration Service established in order to provide transparency and impartiality in consideration of complaints of individuals and legal entities engaging in entrepreneurship activity.
It was stated that though previously the amount of state fee for issuance of work permit charged for employees while involving foreigners and stateless persons in paid labor activity was 1000 manats regardless of the term of permit, according to amendments 350, 600 and 1000 manat state fee are paid for work permits issued relevantly for the periods of 3, 6 months and 1 year.
It was brought into attention of the heads of educational institutions and local executive authorities that they should help foreign pupils, who do not have temporary and permanent residence documents in the country, regarding relevant documentation issues in order to accelerate their application process to State Migration Service.
Pursuant to humanitarian essence of our state the amount of state fee charged for minor foreigners and stateless persons on issuance and extension of temporary or permanent residence permit in the Republic of Azerbaijan, as well as extension of temporary staying period contains 50% of the amount considered for adults.
At the meeting the requirements of the Administrative Offences Code came into force on March 1st 2016 were explained comprehensively. Procedures for registration upon place of stay of foreigners and stateless persons, necessity of re-registration upon place of stay accordingly to Migration Code when place of stay has changed was brought into attention of participants.
At the end questions were responded.
Later on mobile service was conducted. 124 applicants have used the mobile service. Applications were received from 94 persons about establishment of citizenship, from 3 foreigners or stateless persons about issuance of temporary residence permit, from 2 persons about issuance of permanent residence permit and from 1 person about citizenship issues. 4 persons were presented permission card for temporary residence in the territory of the Republic of Azerbaijan, 2 persons were given a reference on establishment of citizenship. 18 persons were delivered a list of required documents for application on establishment of citizenship, on issuance of temporary and permanent residence permit, as well as work permits.
Participants expressed their satisfaction for mobile services and awareness raising measres.
Saadat Kazimova said: “Inhabitants of Aghjabedi are happy of today’s event held here. We get the answers to all needed questions in the event organized by State Migration Service. Mobile service conducted here also means prevention of applicants from extra loss of time. That is why we are grateful to our President for this service, as well as for attention and care.”
Eldar Aliyev stated: “Today I filed application for a reference on establishment of my grandchild’s citizenship. Thanks, we didn’t have a trouble, didn’t go long way, employees of State Migration Service came to Aghjabedi and received applications and documents in place. I am thankful to our President for the conditions created for citizens of our country, as well as for foreigners.”
Polad Musayev also stressed with gratitude: “Employees of State Migration Service is in Aghjabedi today. Firstly they held awareness raising discussions with us. They delivered comprehensive review of issues that we were unaware of. They organized mobile service in Aghjabedi for citizens in order not to have disturbance and go to Yevlakh regional migration service. This is appreciable. In general, current activity of State Migration Service is a reflection of President Ilham Aliyev’s care for citizens. Therefore I want to thank our President on behalf of event participants and myself.”
