9th establishment anniversary of State Migration Service was celebrated
9 years have passed since the establishment of State Migration Service of the Republic of Azerbaijan on March 19.
On this occasion State Migration Service management and group of migration bodies’ employees commemorated beloved memory of National Leader Heydar Aliyev on Alley of Honor with reverence. Fresh bunch of flowers were laid on the burial of distinguished scientist of ophthalmology, academician Zarifa Aliyeva, as well.
Later on unforgettable memory of Motherland’s descendants who sacrificed their lives for the independence and territorial integrity of Azerbaijan was commemorated in the Martyrs’ Avenue and wreath was placed in front of “Eternal Flame” Memorial.
On the Headquarters of the Entity solemn ceremony dedicated to the establishment anniversary of State Migration Service, professional holiday of migration bodies’ employees and Holiday of Novruz which is celebrated with various nationwide festivities and ceremonies in every corner of our land and which reflects our national existence, ancient traditions and the richness of our ancestor’s morality with all its tenderness was held.
At first national Anthem was played at the ceremony.
Later on the speech of the chief of State Migration Service, II rank state migration service counselor Firudin Nabiyev on the path passed by State Migration Service within 9 years was listened. Chief of the Service noted that we all are the witnesses of rapid comprehensive development of our native Azerbaijan. In present progress period, wide-ranging measures on the way of providing rapid prosperity and sustainable development of our country are successfully continued under the leadership of the President of the Republic of Azerbaijan Ilham Aliyev accordingly with the strategy determined by great leader Haydar Aliyev. Great achievements were gained in all spheres in our country during recent years. New enterprises are established, work places are opened, and fundamental steps are taken in the direction of implementation of developing infrastructure projects and diversification of our economy. Improvement of every citizen’s welfare, liberalization of government regulation mechanisms of economy creates great opportunities for free competition which is one of the main criterion of economic development. Building-construction, renovation activities are broadening. With one word, successes embrace economic, political, and social as well as, energy projects and other spheres. Moreover during past period like in other spheres several strict steps and substantial measures have been taken in migration sphere, as well in legislation and its application by the President of the Republic of Azerbaijan, Mr. Ilham Aliyev for the purpose of improving migration management mechanisms, managing and regulating migration processes.
Chief of Service stated that nowadays migration crisis is on top of the agenda. People suffering from foreign intervention, especially people from Eastern Europe turned to refugee and displaced person in order to save lives of their family and themselves. They head to Europe enduring these troubles and facing big threats just for the sake of staying alive. Unfortunately the attitude towards those people doesn’t fit to the principles that Europe declares. Sometimes they face misconduct and humiliation there. In world media negative opinion is already being molded about them.
As it is known Azerbaijan also faced humanitarian disaster in the beginning of 1990s. One million people were displaced from their residences as a result of Armenian occupation. Azerbaijan overcame that crisis almost alone. Even today a lot of work is done for improving living conditions and employment of displaced people. Approximately ninety towns were settled, about 250 thousand displaced persons were relocated in new apartments and houses.
F. Nabiyev emphasized historical significance of adoption of “State Migration Management Policy Conception” defining key objectives for government agencies already in 2004 by President Ilham Aliyev, who forestalled time in management and regulation of migration processes as in all spheres, of the and Decree of the President of the Republic of Azerbaijan “On approval of State Migration Program of the Republic of Azerbaijan (years of 2006-2008)” for the purpose of realizing this Conception and achieving goals set forward dated from July 25, 2006. Thus, upon the State Program establishment of a special state body implementing unified state policy in the sphere of migration emerged as an objective necessity. Taking into consideration this necessity the President of the Republic of Azerbaijan Mr.Ilham Aliyev signed a decree dated from March 19, 2007 on establishment of State Migration Service.
As known, since July 1, 2009 application of “one-stop-shop” principle in regulating migration processes was started and competence of unified authority upon this principle was given to State Migration Service of the Republic of Azerbaijan.
Chief of Service said that President Ilham Aliyev put number of duties on this entity. One of these duties is that “We have to strengthen migration policy even more and create very strict system. Every arriving foreign citizen has to get registered. No single person should work illegally here. In any moment we should know where any foreign citizen is, what and which work he/she is engaged in”. Today Unified Migration Information System of State Migration Service allows to create full image of dynamics of migration processes occurring in the country and establishes efficient conditions for taking relevant measures in combating irregular migration and security provision.
Since its establishment main goal of State Migration Service in its work is respect to rule of law, loyalty to Motherland, care for every person, and the most, respect to national moral values.
F.Nabiyev with gratitude stated that the President of the Republic of Azerbaijan was not indifferent to devoted service of SMS employees to state and statehood and their self-sacrifice. Thus, since President’s Order dated from March 17, 2010, every year 19th of March is celebrated as professional holiday of migration bodies’ employees of the Republic of Azerbaijan. Besides that on the eve of professional holiday a group of employees were rewarded by President Ilham Aliyev. These orders are reflection of higher attention and care which State Migration Service employees respond to President Ilham Aliyev’s this higher attention and care with their proficient service. Let’s remind that, with the relevant orders signed by President of Azerbaijan on the eve of next establishment anniversary of State Migration Service “III rank state migration service counselor” special higher rank was conferred on 1 employee, 8 employees were awarded with medal “ For distinction in service at migration bodies”.
Chief of Service noted that today advanced international practice is studied and applied in regulation and management of migration processes. Director-General of the International Organization for Migration William Lacy Swing, who visited our country last year, at the meeting with President Ilham Aliyev told: “"I express my admiration for the truly successful work carried out in the country under your leadership and congratulate you on this occasion. Migration service is carried out at a very high level in Azerbaijan and, Mr. President, achieving success in this area definitely would not have been possible without your support. In my opinion, the work carried out in your country in migration area may be a very good example for migration management in general."
II rank state migration service counselor Firudin Nabiyev stating that the Service complies with international standards as a service area, talked about provision of transparency in the Service. He also mentioned the establishment of Appeallate Council under State Migration Service, and the activity of Appeallate Council of State Migration Service established with the Order of chief of State Migration Service for the purpose of executing the Decree № 762 of the President of the Republic of Azerbaijan dated from February 3, 2016 “On establishment of Appeallate Councils under the central and local executive authorities of the Republic of Azerbaijan” in order to provide transparency and impartiality in consideration of complaints of individuals and legal entities engaging in entrepreneurship activity and to protect rights and legally preserved interests of people in this field.
F. Nabiyev specially emphasized that State Migration Service staff are loyal to the ideas of National Leader Haydar Aliyev who played exceptional role in provision of our current prosperous life, and work diligently for protecting our statehood, national interests and economic security.
Chief of the Service expressed with assurance that State Migration Service employees will mobilize all their energy and effort to fulfill their mission properly related to number of international events which will be held in our country this year as it was in the Baku 2015 European Games last year.
Later, on the occasion of establishment of State Migration Service and professional holiday, orders of the President of the Republic of Azerbaijan, Commander-in-Chief Ilham Aliyev and of Service chief were announced.
54 of employees distinguished in service were awarded with the certificate of merit, 1 of them with the medal “For perfect service at migration bodies”. Consecutive, out-of-turn and pre-term special ranks were conferred on 23 employees. 74 employees were acknowledged with Gratitude.
At the end the awards were presented to employees.
