In Guba was held an awareness raising event by State Migration Service
According to the approved plan of action on establishment anniversary of State Migration Service at Guba branch of Azerbaijan State Pedagogical University was conducted meeting with instructor, professor staff and students. The representatives of Khachmaz Regional migration department and Headquarter of the Service participated at awareness raising event on novelties in migration sphere and amendments on legislation.
Firstly, speech was delivered on “Progressive model of Azerbaijan in migration management vis-à-vis helplessness of Europe before migration crisis”. It was stated that nowadays migration crisis is on top of the agenda. People suffering from foreign intervention, especially people from Eastern Europe turned to refugee and displaced person in order to rescue lives of their family and themselves. They head to Europe enduring these troubles and facing big threats just for the sake of staying alive. Unfortunately the attitude towards those people doesn’t fit to the principles that Europe declares. It is because many of European countries have rejected principles of multiculturalism. Complicated cultural situation was indicated a reason for that. In such a period the declaration of 2016 as the year of multiculturalism in Azerbaijan has once more proved how tolerant our country is and governed with principle of tolerance.
But in Azerbaijan for ensuring comfort of migrants activity direction of and obtained results by State Migration Service implementing the competence of unified authority upon “one-stop-shop” principle on regulating migration processes which were defined according to the Decree signed by President Ilham Aliyev came into force since July 1, 2009 was emphasized. It was stated that State Migration Service is one of the authorities which migrants visiting Azerbaijan apply first. Service bearing law-enforcement status deals with registration of foreigners and stateless person upon place of stay, issuance and extension of temporary staying period, temporary and permanent residence permit, as well as work permits, determination of “refugee” status, acquisition, restoration, revocation and establishment of citizenship and solution of citizenship issues, at the same time, implements actions for eliminating inaccuracy and misuses in execution of migration legislation and negative effects in migration processes, as well as efficient combat against illegal migration.
At the meeting concrete results of taken steps in the direction of eradicating statelessness in our country and of numerous events held in the regions was talked about. It was stated that according to the Decree of the President of the Republic of Azerbaijan dated from March 6, 2008, participation of State Migration Service in citizenship issues has been provided and since then 1434 persons acquired Azerbaijani citizenship with the orders of the President of the Republic of Azerbaijan. Besides, affiliation of 36 467 persons to the citizenship of the Republic of Azerbaijan has been recognized and they have been provided with identification documents of the citizen of the Republic of Azerbaijan by relevant state body.
It was also expressed that President of Azerbaijan attaches great importance to better provision of human rights and liberties, increase of attention to individual applications reflecting desires and wishes of people as well as problems of society. In this regard we have to mention particularly the Law of the Republic of Azerbaijan “On application of citizens” dated from September 30, 2015 and the decree dated from November 12 on endorsement of this law.
At the event information was delivered about the activity of Appeal Council of State Migration Service established with the Order of chief of State Migration Service for the purpose of executing the Decree № 762 of the President of the Republic of Azerbaijan dated from February 3, 2016 “On establishment of Appeal Councils under the central and local executive bodies of the Republic of Azerbaijan” in order to provide transparency and impartiality in consideration of complaints of individuals and legal entities engaging in entrepreneurship activity and to protect rights and legally preserved interests of people in this field.
Thereafter, explanatory discussions were held about the amendments to the Administrative Offences Code came into force on March 1st 2016 and questions were responded.
