The State Migration Service held “Open Door” day – a civil forum in Hajiqabul  

On December 14, the speech of the Service employee on measures taken towards improving legislation in the field of migration was listened at the “Open Doorday” – regional civil forum organized by the State Migration Service for foreigners and stateless persons, public and media representatives in Hajiqabul which falls within the scope of Shirvan Regional Migration Department in accordance with “National Action Plan for promotion of Open Government in 2012-2015” approved by the Order of the President of the Republic of Azerbaijan dated from September 5, 2012.It was shown as an example that previous legislation did notallow foreigners to extend period of their temporary residence permit, as well as work permit in order to carry out paid labor activity in our country more than four times, but this restriction has been abolished withthe adoption of Migration Code.At the same time, work permit is not required for foreigners and stateless personswho are married with the citizen of the Republic of Azerbaijan, submitted application for obtaining refugee status, obtained refugee status or granted political asylum, as well as have in their custody citizens of the Republic of Azerbaijan who are under the age of 18 or I group disabled persons.

It was noted that measures towards regulating migration processes on the base of unified and flexible procedures, completely eliminating difficulties in this field, facilitating documentation,ensuring comfort of foreigners and stateless persons, improving effectiveness in the field of protection of their rights havebeen extended since the establishment of State Migration Service. The importance of applying “one-stop-shop” principle in management of migration processes and imposing competences unified state agency to SMS was stressed at the forum.

At the event it was also brought into attention that according to the amendments made to Migration Code in October 17, foreigners and stateless persons who want to stay in the Republic of Azerbaijan not more than 3 days, but more than 10 days have to register upon place of stay within 10 days.

In his speech about works done related with elimination of statelessness, establishment of citizenship, the other Service employee stated that participation of State Migration Service in citizenship issues was ensured in accordance with Decree of the President of Azerbaijan dated from March 6, 2008.Since then the Service started to process applications received from individuals and various organizations regarding acquisition, restoration, revocation, as well as establishment of citizenship of the Republic of Azerbaijan.

At the forum presentation was made aboutimplementationof strategy on information-communication technologies at the SMS. The rules of using electronic services were clearly explained and capabilities of Unified Migration Information System of the State Migration Service were discussed. It was noted that complete control over the date of entry of every foreigner or stateless person to the country, their residence and work place, as well as date of exit from the country is conducted via this system.

At the event questions given by participants were answered, opinion exchange was conducted and applications of foreigners and stateless persons on issues related to functions of the Service were received.
