Chief of the State Migration Service Firudin Nabiyev received the representatives of Georgian Azerbaijanis

On december 5, 2012, chief of the state migration service of the Republic of Azerbaijan, III rank state migration service counselor Firudin Nabiyev received deputy of Georgian Parliament, Mahir Darziyev, chairman of National Congress of Georgian Azerbaijanis, Ali Babayev and head of "Caucasus" Research Center, Kamran Ramazanli.

During the meeting representatives gave detailed information about the problems that georgian citizens come across in the territory of the country because of their unawareness on Azerbaijan Republic laws and asked to assist them in this direction. 

Service chief mentioned that the root of the problem regarding Georgia-born Azerbaijanis is the violation of the rules of stay and residence in the territory of the country by those persons. Bringing the requirements of the rules of stay and residence in the country defined by the legislation of the Republic of Azerbaijan to the representatives' attention, Service chief stated that foreigners and stateless persons intending to reside in the Republic of Azerbaijan more than 30 days should apply to the local entities of the Ministry of Internal Affairs of the Republic of Azerbaijan within 3 working days after coming to the place of residence for registration upon the place of residence and should present his/her passport, entry permit, document giving basis to move to the place of residence or application of citizen who provides residence place. Foreigners and stateless persons registered upon the place of residence are issued registration card. Foreigners can live in the territory of the country during 90 days with relevant card.

As well as Service chief brought to representatives’ attention that persons residing in the territory of the country for long years without any documents confirming their personality, as well as violating the requirements of the rules of stay and residence in the country defined with the legislation of the Republic of Azerbaijan first of all deprive either themselves or family members from using their fundamental rights and freedoms.

Service chief mentioned that large-scale propaganda work is already conducted in mass media related with informing foreigners, information boards on provisions of Law №55-IQ of the Republic of Azerbaijan on “Registration upon the place of residence and staying”  dated April 4, 1996, as well as requirements of the rules of stay and residence defined by the legislation of the Republic of Azerbaijan are placed in the border-crossing points and also stated the importance of participation of local community leaders in conducting of enlightenment work.

Mahir Darziyev, a parliamentarian represented in a new parliament of Georgia stated that compatriots living in Georgia are really unaware of requirements of legislation and recently they themselves will gather community members residing either in the settlements of Georgia where Azerbaijanis live or in the capital Tbilisi at the round table and will inform people in this direction, he also expressed their gratitude to Service chief for paying attention to the situation aroused with Georgian Azerbaijanis.
