Delegation of Azerbaijan Republic participated in the 11th meeting of the Council of Heads of Migration Bodies of CIS
On June 12-15, 2012 the 11th meeting of the Council of Heads of Migration Bodies of Commonwealth of Independent States (CIS) was held in Troitsk city, Moscow province of the Russian Federation. Azerbaijan Republic was represented by the delegation headed by Parviz Musayev, Deputy chief of the State Migration Service, III rank state migration service counselor in the meeting which was attended by the representatives of the Russian Federation and the Republics of Belarus, Armenia, Kazakhstan, Kyrgyzstan and Tajikistan.
Delivering a speech in the meeting Parviz Musayev gave information about existing situation of the migration sphere in Azerbaijan and the results of 5 months of the current year. It was stated that during 5 months of 2012 24.314 applications regarding extension of temporary staying period, granting temporary and permanent residence permission, granting work permits for carrying out labor activity and extending validity period of existing work permits, determination of citizenship and refugee status was submitted to the State Migration Service by foreigners and stateless persons. Each of the applications was investigated individually in accordance with the requirements of country legislation and relevant decisions were taken. P. Musayev mentioned that relevant measures were taken towards revealing and preventing illegal migration, as well as violation of rules on temporary stay, temporary and permanent residence by foreigners and stateless persons. As a result of this within 5 months of 2012 cases on violation of administrative legislation of Azerbaijan Republic by 6000 foreigners were revealed, more than 3000 of them were fined and their residence in the country was legalized, decisions on leaving the territory of the country within 48 hours was applied to 4000 foreigners and decisions on expulsion from the territory of the country in administrative order was imposed on 669 foreigners.
Deputy chief of the Service brought to participants attention that in compliance with the Decree of the President of Azerbaijan Republic dated on February 6, 2009 Unified Migration Information System was established for the purpose of keeping registration of foreigners and stateless persons residing and temporarily staying in Azerbaijan Republic, providing necessary information for state agencies participating in the management of migration processes, automatization of documentation, request and analysis, as well as enhancing electronic services in this sphere. With the help of this system control over migration processes in the country is carried out. P. Musayev also noted that the State Migration Service has completely ensured electronic reception and processing of foreigners’ and stateless persons’ applications.
P. Musayev also stressed that works on improving country legislation in migration field was intensified and a number of new juridical acts were adopted. “Migration Code of the Republic of Azerbaijan” which was drafted taking into consideration opinions and proposals of other state agencies was submitted in relevant order as well.
Debates were conducted on “Migration situation in CIS Member States”, “Summary of the realization of the cooperation Program on preventing illegal migration in CIS countries for 2009-2011”, “Work experience of the Federal Migration Service of the Russian Federation on granting patents for carrying out labour activity”, “Course of events of carrying out negotiation process on concluding international agreements with border countries and CIS Member States on reception and delivery of persons through borders (readmission)” and other issues and relevant decisions were adopted within the meeting.
During the event head of Azerbaijan Republic’s delegation, Deputy chief of the State Migration Service Parviz Musayev was awarded memory medal “Russian Federal Migration Service - 20” and member of the delegation Kayan Hajiyev was awarded “Commendation” of the Chief of the Federal Migration Service accordingly.
It was decided to hold the next 12th meeting of the Council in Kyrgyzstan in the second half of 2012.
