A seminar was held in Masalli State Regional College

Legal awareness-raising event on “Rules on giving foreigners and stateless persons the right to live in our country” was held by State Migration Service (SMS) at Masalli State Regional College with participation of teaching staff and students.

The participants of the event, held in Masalli, which is included the service area of Lankaran Regional Migration Service, were informed that according to Article 44 of Migration Code foreigners and stateless persons desiring to reside on the territory of the Republic of Azerbaijan shall get a relevant permit for it. Permit for temporary residence on the territory of the country issued to foreigners and stateless persons by SMS. Then foreigners and stateless persons are issued permit for temporary residence on the territory of Azerbaijan, SMS presents these persons permission cards for temporary residence on the territory of the republic.

One of the cases when a temporary residence permit is granted to foreigners and stateless persons is receiving by them education as a full-time student in higher and technical education institutions and at secondary schools of the country. Foreigners and stateless persons who wants to receive education as a full-time student in higher and technical education institutions of Azerbaijan should get entry visa issued for the purpose of science or education and in case of staying in the Republic of Azerbaijan for more than 10 days should be registered upon place of stay.

But we still have problems like absence of documents of some foreigners and stateless persons studying at secondary schools entitling them to reside in the territory of the country, as well as identity documents of pupils born in other countries. And it creates some challenges during their parcitipation in graduation examinations. At the meeting necessity of paying special attention by competent persons of educational institutions to the abovementioned issue in order to prevent foreign students to face such cases was brought into attention.
