Information of the State Migration Service

44 citizens of Pakistan Islamic Republic, 3 of Bangladesh People’s Republic and 1 of Republic of the Philippines were detained as a result of measures against illegal migration taken by the State Migration Service in recent days.

As a result of investigation it was revealed that 43 citizens of the Pakistan Islamic Republic were deceived and brought to the Republic of Azerbaijan under bogus recruitment scam by the citizen of Pakistan Sana Ur Rahman who was expelled from the territory of country in an administrative way and banned from entry to the republic because of violating the requirements of migration legislation and his accessory citizen, of Pakistan Zikar Ullah who clained himself as Vasim and is currently residing in Baku city with temporary residence permit on the ground of marriage with citizen of the Republic of Azerbaijan.

According to the testimony of detainees Sana Ur Rahman arranged for them electronic visas to Azerbaijan and flight tickets to Baku for 2-3 thousands US dollars. Zikar Ullah met them in Azerbaijan and accommodated placed those foreigners in apartments which he rented on different addresses. He promised to obtain temporary residence and work permits for them in order to carry out paid labor activity in the Republic of Azerbaijan, as well as to provide his compatriots with a job. 

Approximately within 2-3 months Sana Ur Rahman who by deception sent 43 citizens of Pakistan to Azerbaijan with e-visa and Zikar Ullah who promised to legalize their documents for obtaining permits from relevant state entities, as well as to employ them did not even hesitate to prepare forged documents. in order to build trust in the deceived persons Zikar Ullah,  to some of them, presented forged notification samples which ostensibly indicate the submission of their documents to relevant entities, as well as organized medical checkup for some of them in accordance with requirements of legislation on issuing permission card for temporary residence.   

It was too late when Hussain Azhar, Sabir Muhammad, Zafar Muhammad Afzaal and others who were tricked by their compatriots realized that they were trapped by organizers of illegal migration channel Sana Ur Rahman and Zikar Ullah whom they met via tourism agencies named Ehsan in Saudia Arabia and Nevaz in Pakistan.

The persons detained by State Migration Service testified that they came to Baku in different times within groups of 3 to 4 persons and were not allowed to leave their apartments. Detainees also said that besides paying 2-3 thousand dollars to swindlers who deceived and send them to Azerbaijan, the citizen of Pakistan Zikar Ullah who met them in Baku and accommodated in different addresses took money from all his 43 compatriots in different amounts.

Zikar Ullah declares that he has sent Sana Ur Rahman 14 thousand of total 21 thousand dollars obtained from 37 out of 43 persons whom he met using the opportunity offered by his friend Sana Ur Rahman, paid his debts in Pakistan with some of the money and spent the rest for his needs.  

Furthermore, during the conducted event citizen of Philippines Cemma Jimense who is illegally residing on the territory of the Republic of Azerbaijan for a long time was detained. She noted that last time she came to Azerbaijan in 2011. Informing about her activity with work permit and legal residence in different times Cemma Jimense carried out illegal labor activity in Sapphire Hotel from summer 2016.

As a result of measures against illegal migration 9 citizens of the Republic of Uzbekistan and 1 citizen of the Republic of Turkey were detained by the State Migration Service.

It was revealed that 9 citizens of Uzbekistan were engaged to illegal labor activity as a day-worker by the citizen of the Republic of Azerbaijan Mazlum Safarov. M.Safarov organized their registration upon place of stay at his own address, but accommodated them in different addresses. Moreover, although foreigners were involved to labor activity by M.Safarov, their documents on obtaining relevant permits from State Migration Service were not legalized.  

Besides, during the conducted event citizen of the Republic of Turkey Hasan Tekbicak who is illegally residing on the territory of the Republic of Azerbaijan for a long time was detained.

As a result of investigations it was revealed that Hasan Tekbicak wanted by INTERPOL and resided in the Republic of Azerbaijan for the purpose of avoiding criminal liability and he was surrendered to the bodies of internal affairs accordingly.

The persons placed at Baku city Detention Center for Illegal Migrants of State Migration Service were involved in relevant administrative liability for the revealed facts.

Measures are continued by the State Migration Service within fight against illegal migration.
