State Migration Service and the Caspian-European Integration Business Club organized the next business forum
On May 24, business forum organized by the Caspian-European Integration Business Club was held with the participation of Mr. Firudin Nabiyev, Chief of the State Migration Service (SMS), II rank migration service counselor. During the business forum, the major aspects of migration policy of the Azerbaijan were discussed.
Speaking at the forum Firudin Nabiyev noted that, the State Migration Service that fulfills the important mission such as protection of the domestic labor market successfully proceeds with consecutive measures towards the regulation of the use of foreign labor forces in accordance with the law. In compliance with the goals set force by the President Ilham Aliyev, the Service successfully implements the state control over the involvement of foreigners in paid labour activity only within the defined quota in order to give priority to the citizens to enjoy the development of Azerbaijan. Recalling, the labor migration quota is approved by the Cabinet of Ministers of the Republic of Azerbaijan each year 3 months in advance before the beginning of the next year.
Chief of the Service added that at the same time, control over the phased replacement of foreign workers in oil and gas projects by national personnel is being strengthened in accordance with the protocol on cooperation in the field of nationalization in oil and gas projects signed in 2013 with the participation of the State Migration Service, which implements the state policy in the field of migration, and also exercises state control over migration processes. Given the aforementioned, conditions should be created for a wider and more rational use of local labor resources to meet the needs of employers in the labor force.
F. Nabiyev stated: "Now, under the leadership of President Ilham Aliyev, as state support for the private sector and entrepreneurship has been strengthened, a favorable business and investment environment has been formed, the State Migration Service also, in accordance with the requirements of the legislation, within its competencies, is committed to further strengthening cooperation with entrepreneurs. In this regard, the Service has been always shown attention and care to the private and business sectors, numerous meetings have been held with the participation of the chief of the Service, and work is carried out in accordance with the law to solve as soon as possible the issues of interest to them. "
Chief of the Service noted that in accordance with the Decree of the President of the Republic of Azerbaijan on 3 February, 2016, the Appeals Board under the State Migration Service was created, as well as the composition and regulation of the Board and Secretariat was approved in order to ensure transparency and objectivity in the reviewing the complaints of physical and juridical persons involved in entrepreneurial activities and to protect the rights and lawful interests of the persons within the mentioned field. It is noteworthy that the Service has not received any complaint from physical and juridical persons engaged in business activity.
F. Nabiyev also brought to attention that in accordance with the Migration Code of the Republic of Azerbaijan, the State Migration Service receives applications for a temporary residence permit on the territory of the Republic of Azerbaijan on the basis of cases of engaging in entrepreneurial activities in the country, holding positions of head or deputy head in the branch or representation of a foreign juridical person in the Republic of Azerbaijan, as well as holding positions of head and deputy head of juridical person, which is established in the Republic of Azerbaijan and founder or at least one of the founders of which is a foreign juridical or physical person. During the investigation of the received appeals, there are cases of lack of relevant grounds, and sometimes cases of illegal migration. Such cases are regrettable. Entrepreneurs shall demonstrate an adequate attitude to the care and attention given to them by the head of state and comply with the laws.
Proposals of business forum participants, as well as issues of interest of member companies of Caspian-European Integration Business Club were discussed during the forum. Within the framework of business forum companies found answers to questions in their concern related to migration policy of Azerbaijan.
At the event, Firudin Nabiyev was awarded an honorary member certificate of the Caspian-European Integration Business Club.
Telman Aliyev, the First Deputy Chairman and a Chief Executive Officer of the Caspian-European Integration Business Club expressed his gratitude to Mr. Firudin Nabiyev for a constructive dialogue as well as for his attention to proposals and requests of the Caspian-European Integration Business Club members during the event. Telman Aliyev noted, that the Club was established in June 2002 by the support of major oil and gas companies operating in Caspian-Black Sea region and a chairman of the Club is Mr. Ilham Aliyev, the President of the Republic of Azerbaijan. He noted that, since its establishment, the Caspian-European Integration Business Club helps to attract the income from oil sector to the non-oil sector. The Club, which brings together over 5 thousand member companies and organizations, is operating in 50 countries around the world, carrying out an active work to maintain the dialogue between government agencies and the private sector.
