FIRUDIN HILAL OGLU NABIYEV

Born: August 4, 1960, Daralayaz district, West Azerbaijan.

1988 - graduated from Ivanovo Chemistry Technology Institute.

2009 - graduated from Law faculty of Baku State University.

Since August 1988 - worked in different positions in enterprises of Ministry of Light Industry of Azerbaijan Republic.

September 24, 2001 - appointed deputy chief of Border Troops Head Department of Ministry of National Security.

July 1, 2003 - appointed deputy chief of the State Border Service on Logistical Support - Chief of Logistical Support Head Department.

August 15, 2006 - awarded with major-general high military rank.

January 16, 2008 - appointed first deputy chief of the State Border Service - Chief of Border Troops Headquarters.

February 13, 2012 - appointed chief of the State Migration Service of Azerbaijan Republic.

On March 6, 2012 III rank state migration service counselor special high rank was awarded with the Order №2078 of the President of the Republic of Azerbaijan.

On March 18, 2015 II rank state migration service counselor special high rank was awarded with the Order №1118 of the President of the Republic of Azerbaijan.

Mr. Nabiyev has been awarded with 6 medals, 2 orders - III rank "for Service to Motherland" and "Flag of Azerbaijan" orders.

State Migration Service

State migration policy

 

In order to implement the state policy in the sphere of migration, to improve the legislation in accordance with international norms and current requirements, to ensure national security, stable social-economic and demographic development of the Republic of Azerbaijan in the implementation of laws, to use labour resources rationally, to use intellectual and labour potentials of migrants, to eliminate the negative impacts of irregular migration processes, to prevent illegal migration including human trafficking “The State Migration Program of the Republic of Azerbaijan” (2006-2008) approved by the Order of the President of the Republic of Azerbaijan dated on July 25, 2006.

The main purpose of the State Program is to realize the State policy in the field of migration, to develop the migration management system, to regulate and forecast the migration processes, to improve the legislation in this field in accordance with international norms and current requirements, to ensure the efficiency of the law implementation, to create unit database in the field of migration as well as the modern automated control system, to prevent illegal migration and to undertake measures related to development of international cooperation. The features of migration processes, priority directions of state policy also have been reflected in this Program.

State Migration Service

On the base of approved “State Migration Program of the Republic of Azerbaijan” the President of the Republic of Azerbaijan Mr.Ilham Aliyev, taking into account the importance of establishment of a special state authority implementing unified state policy in the migration sphere, signed Decree on establishment of State Migration Service of the Republic of Azerbaijan № 560 dated on March 19, 2007.  At the same time the Regulation of the Service was approved according to the Decree.

Since the establishment of State Migration Service necessary normative legal acts have been adopted and a number of institutional and organizational measures have been taken for the purpose of enhancing state control over migration processes.

In order to regulate migration processes with single and prompt procedures and facilitate the documentation, Decree on “Application of “one-stop-shop” principle in the management of migration processes” № 69 dated on March 4, 2009, was signed by Mr.Ilham Aliyev, the President of the Republic of Azerbaijan. The application of the mentioned Decree results in management of migration processes in the country with more prompt and flexible mechanisms, provision of efficiency in this area and elimination of problems to be solved. According to the decree “one-stop-shop” principle began to be applied in the management of migration processes from July 1, 2009 and the competences of unified state authority on this principle were entrusted to State Migration Service of the Republic of Azerbaijan.

In the framework of “one-stop-shop” principle State Migration Service carries out issuance of permits for temporary and permanent residence in the Republic of Azerbaijan and relevant cards to the foreigners and stateless persons, registration of them, extending temporary staying period in the country of the foreigners and stateless persons arriving in the Republic of Azerbaijan, as well as issuance of work permits for engaging in paid labour activity on the territory of the country. Furthermore, the Service participates in citizenship issues and determines refugee status.

In order to enhance preventive measures against illegal migration, to improve activity of the Service, State Migration Service obtained law enforcement status with the Decree № 76 dated April 8, 2009 sighed by the President Mr.Ilham Aliyev.
